lspdfr and GTA 5 in general  have horrible police jurisdictions but don't worry my mod is here !!
IMPORTANT : This mod need DISPATCHWORKS to run

-doa can be called as backup if in agencies you replace <ExcludeFromBackupMenu>true</ExcludeFromBackupMenu>  BY  <ExcludeFromBackupMenu>false</ExcludeFromBackupMenu>

-fib easter egg you can find it by call fib caddy unit in the fib backup menu ^^ (i think you will like it XD)

-you can call the pia unit via the NOOSE backup menu or by selected state patrol when you are at the los santos airport
