what do i do with the vehicles file?

You do not need it if It comes with the FiveM package, people who are experienced with sirens know what the file is for. I would not reccomend touching it unless you know what you are doing. Just drag the Resident.rpf and the Weaponsplayer.rpf into X64/Audio/SFX/.
