Your best bet to finding these models is searching by the model name (included in the readme file) most of the models are from GPM

I'm working on some new ped models since I'm not happy with the way the originals look. I'll post new uniforms with campaign hats sometime in the future.

It'll work on all 2006 Chargers that use that standard template.

Do these need the ELS mod?

These are only skins, so ELS/non-ELS doesn't matter.  You can use any base model that uses the same template as each skin.
