One thing you could do to better this pack, is to list what templates are used for which vehicle models. otherwise we have to guess.

oops, You are right. Anyways, the required templates for each car are inside each folder if that helps

Sry im kind of a newb when it comes to computers,i downloaded the file and moved the file to gta4 directory but it hasent implemented it.Whats the deal?

You don't put the files into the GTA IV Directory. You need OpenIV or SparkIV in order to add the texture to the vehicle you wish.
