I like the shoulders

its the ranking. like the US cops have the sergeant stripes on the shoulders. my dad is a dutch police officer. in US ranks he's a luitenant.

anyways I really like it!

Looking good there. Perhaps edit the trousers to the blue ones, or make these guys BOA. BOA uses such pants. KLPD is more uniformed.

KLPD is the Dutch Highway patrol. the only difference in the uniform is the badge and the reflective Jacket.

this is the almost the exact colour of the pants. its only missing the black stripe on the side

KLPD isn't only highway patrol. Also train/transport enforcement.

SparkIV can't find those files, so it can't overwrite those clothesfile.

Where do I have to import it?

The m_y_cop.wtd and the m_m_fatcop_01.wtd must be placed in the componentpeds.img and the other two (_p) in the pedprops.img. If you can't find these files there, I have no idea why...
