1. You need to toggle the F7 mode to "Busy" since it's bugged atm. 
2. It's not alt + T, it should just be T I think. 

No, you have to press Ctrl+N to call for a helicopter. 

Are you launching the game as administrator?

The save files are located in 2 different places.
X:Users%username%AppDataLocalRockstar GamesGTA IVsavegames X:Users%username%DocumentsRockstar GamesGTA IVsavegames Note: The AppData-folder is usually hidden, make sure that you can see hidden files.
Note 2: “X” is the drive where you have installed GTA IV, and %username% is replaced by your username
 

If it says "X", you should use X. I don't think there are any conflicts. 

1. No, they are seperate games. But as with all mods, make backups if you are unsure. 
 
2. Oh you mean that, silly me. Order partner to arrest targted ped = G (aim at suspect) You could be required to press either alt or ctrl. 

It's supposed to happen, don't worry. It's for aiming :) 

Would it be possible for you to attach the logs and try running without any mods, except LCPDFR?

Hey, and welcome to the fora. Try and answer all of these questions please: Legal copy of the game? Running the game as administrator? Latest patch? What other mods are you using? What operating system are you using (Windows XP is NOT supported)? Make sure that LCPDFR 0.95 is removed (http://www.lcpdfr.com/page/tutorials/index.action/_/script-data-file-modification-tutorials/how-to-uninstall-lcpdfr-r19).

You need GTA IV or EFLC for the mod to work. 

You shouldn't use 0.95 and 1.0 together. Remove one of them, prefferably 0.95 (http://www.lcpdfr.com/page/tutorials/index.action/_/script-data-file-modification-tutorials/how-to-uninstall-lcpdfr-r19).

You press Alt+P to start the mod, and by doing that you will see blips on the map. Hope this will help :)

It's a known issue. Don't use the siren modes. 

That ASI-loader will disable GFWL. Use DSOUND.dll instead (comes with the installer of LCPDFR). Remove Xlive. 

Hm alright. Add and overwrite the current contents of the commandline file with this: 
-novblank -norestrictions -percentvidmem 100 -novsync -renderquality 0 -frameLimit 0 -nomemrestrict Can you post a screenshot of your GTA folder btw?

Okay, I don't think you can run the game with those specs. Sorry. The GT 440 is a really outdated card, really the entire computer is outdated and suitable for word proccessing, not gaming.

Welcome to the forum and community! :) When you are inside, walk straight ahead to the office in-front of you. You should now be able to choose cop-model. To get a partner, go to the office to the left, from where you would be currently standing. Note: You can only get one partner with LCPDFR. Then go out the way you came in and you will be able to choose a car model. 

With completely vanilla, does that include commandlines? Because if you aren't using one, I would recommend using:

You do not have any ELS enabled cars, which is required. The vanilla, default, cars won't work with ELS. Our download section has a wide selection of cars to download.
