"Taxi bug"

Well, i am experiencing the infamous "taxi bug" that makes all car transform into taxis. I think it's really annoying to just have taxis, and i don't want to use TrafficFlow. I recently installed some of Lt. Caine's &  Ekalb's multi-skin VSPI and Buffalo's and now i am having this problem. I deleted all car mods and i am still having the problem. Is it a memory leak?

Does it work without the car mods then? 

Can you try creating a file called "commandline.txt" in your gta iv dir and add the following lines: 

-norestrictions

Hm alright. Add and overwrite the current contents of the commandline file with this: 

-novblank -norestrictions -percentvidmem 100 -novsync -renderquality 0 -frameLimit 0 -nomemrestrict

Can you post a screenshot of your GTA folder btw?
