Try to delete that one mod, If that doesn't work try to delete AdvancedHookInit.asi from the GTA IV root folder, And make sure you have this installed: http://www.microsoft.com/en-ca/download/details.aspx?id=5555 http://www.microsoft.com/en-ca/download/details.aspx?id=30679 if nothing works just try to play LCPDFR 0.95

Do you change your cars regularly? If yes, do you use SparkIV, Yes? try to uninstall your game and use OpenIV to mod your cars. If I mod with SparkIV i have the world texture load bug. I don't have this problem anymore with OpenIV. Now i can change my cars everytime without that bug. Like Sonny236 says: Try this! Hope for you this works ! (Sorry for my English)
