I know you tried all the things you could think of, but did you try Googling 'microsoft visual c++ 2010 redistributable package' and downloading the first Microsoft.com result?

Definitely, you can see a few examples inside a stock Agency.xml, for example see Los Santos Fire Department (EMS) and LSPD Air Support Unit.
 
Basically, you add the Livery attribute on the agency's assigned vehicles, where Livery is set to the ID of the livery you want that agency to use for that vehicle. See the Wiki.

Your mods are crashing trying to load POLICE2. Rename mods to _mods, and see if it works.

You are using an unsupported version of LSPDFR (modified illegally without the permission or credit of our team) that is outside the scope of our support.

I would be highly suspicious of such modified builds, if the person modifiying it did not seek permission to modify our software and then they have the audacity to seek finanical compensation for their changes, then adding themselves to the credits section of the most of the mods they have illegally changed, what other 'changes' might those builds be hiding?

You installed something into your mods folder that is either corrupt or non-functional. You'll have to re-create your mods folder or undo your most recent changes to it.

You should use the latest version, everything is updated, there is no need for downgrading.

You have edited lspdfr/data/custom/stations_sahp.xml incorrectly. The XML is not valid. Remove it or fix it.

One of your XML files are invalid (did you edit one?). More details are contained in your log file.

LSPDFR crashing at that point means your mods folder is invalid. Something in there is corrupt or installed incorrectly. Rename mods to _mods and see if it still happens.

Because Scripthook V is only needed for mods that use Scripthook V. LSPDFR doesn't, and a bunch of other mods on this site don't. If you want, you can just remove it to use mods that don't use it.

Unfortunately it is no longer distrubuted.

Are you on the latest version of LML, which was released yesterday?
 

In the log you posted, LSPDFR+ caused your crash.
People say that LSPDFR+ is old and outdated, so you may need to remove it.

There is no GTA V for Mac, so how can there be LSPDFR for it? If you can get Windows running on your Mac through Boot Camp or a VM, you'd be able to install GTA V and LSPDFR like normal.
However you are unlikely to have great performance, even if you're on a Pro.
 

This log shows you crashing at the Pause Menu. Do you get crashes without using the Pause Menu?
Also the version of RAGE Plugin Hook and LSPDFR you are using are both outdated. Please install the latest build of both, which can be found in the latest LSPDFR download.
