The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Having multiple liveries.

So I installed a bearcat and it comes with several liveries.  Is it possible to have different agencies use different liveries on the vehicle and if so how? (i.e. having the LSPD SWAT version in agency.xml use a different livery than the LSSD SWAT)

Definitely, you can see a few examples inside a stock Agency.xml, for example see Los Santos Fire Department (EMS) and LSPD Air Support Unit.

 

Basically, you add the Livery attribute on the agency's assigned vehicles, where Livery is set to the ID of the livery you want that agency to use for that vehicle. See the Wiki.
