To start the mod, you start RAGEPluginHook.exe. When GTA V is started with RPH, networking code is disabled so the game cannot connect to GTA Online.

Cyan's post in Crashes when responding to calls + floating objects on vehicles was marked as the answerLSPDFR is designed for a vanilla (unmodified) game. Sadly, I don't know much about modded vehicles so I cannot answer that question.
In regards to your crash, this is caused by ManiacCallouts but the primary cause is a vehicle not existing that should. This could be caused by a bug in ManiacCallouts, a bad vehicle (so mods folder) or high poly vehicle mods causing vehicles to be despawned more than they should be.

Cyan's post in Unknown Error LSPDFR was marked as the answerIn both cases, LSPDFR crashed shortly after trying to play the file CUFFS_TIGHTEN_01 (C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\LSPDFR\audio\sfx\CUFFS_TIGHTEN_01.wav).
The SlimDX crash isn't always associated with audio, but in this case it might be. Ensure the file isn't corrupt, and that your folder permission on your GTA V folder are correct (your user should have full control).

Cyan's post in Crash LSPDFR was marked as the answerJust because you do not have an issue in story mode does not mean the issue is not GTA/mods folder related. LSPDFR does extra things (e.g. preloading police assets, more active spawning of police vehicles, etc) that do not happen in story mode. An issue affecting say a custom police vehicle being broken you would likely not notice in story mode (as it will not be spawned by default by the game) but you will notice a crash when LSPDFR spawns it.
Again, the same vehicle I initially mentioned seems to appear shortly before your crash:

Update the copy of your game. For more help, search "how to verify game files [platform]" where platform is Steam, Epic or Rockstar Launcher.

Are you talking about a FiveM/RageMP server? In this case, your users automatically download assets from your server when they join your server. This is out of scope for LCPDFR.com.
Are you asking for something similar, but for singleplayer? I'd argue that an entirely different workflow is appropriate for single-player modding, users choose what they want, not the server, as there isn't one.
