    RAGE isn't showing any build version apart from its own (1.115.x.x). That comes from the game.

    The latest, which you should be on automatically via Steam, Epic or Rockstar Launcher.
    Verify your game files on the appropriate platform if somehow you are not on the latest version.

    I'm not sure what you need further assistance with. We've identified it's your mods folder. You'll either need to re-do it completely, or you'll need to figure out what you messed up. We don't know what you installed in there. If you need to restore files, you have the game files in OpenIV if you need to replace them with the originals. As to what you installed in there, there's no easy way of figuring that out based on how the mods folder works. You'll just need to do the effort of going through it or your downloads folder.
     
    It's a really good idea when using the mods folder to install mods one at a time, and do testing if you're not sure. That way you can undo things you've done and be able to identify which mods you've installed that's causing you trouble.

    A fixed 403 is generally not returned from the site except in very few circumstances (active TOR node on the IP is one them). Are you using a VPN?

    This is a developer message that concerns post-shutdown cleanup and not something you need to concern yourself about. You need to concern yourself with what causes the shutdown.

    The actual error is above those messages in your log, which shows what @Yasd said.

    Rockstar recently introduced the BattlEye anti-cheat system.
    To use mods like Scripthook V, RPH, and LSPDFR, you'll need to disable it. A new setting in the launcher allows this.
     
    To disable BattlEye, open the Rockstar Launcher, navigate to the 'SETTINGS' tab and uncheck the BattlEye setting, which is by default checked.
     
    If using third party launchers like Steam or Epic and these instructions do not work for you, you may need to create a commandline.txt file, with the contents -nobattleye or insert it into the command line arguments of the launcher.

    Please note that downgrading is generally not supported here. If you can do it, great, do it. But we don't provide support for downgrading or issues you'll run into with downgrading. We also cannot allow the redistribution of older versions for copyright reasons.

    It looks they've introduced BattlEye, which may prevent the usage of script modifications (e.g. Scripthook V, LML and RPH including LSPDFR) in this version going forward. We will need to analyze this more, and we'll have more information later in the day.
     

     
     
    Edit: Looks like BattlEye can be DISABLED in the launcher settings. So false alarm here, potentially.


    Edit2: Can confirm after disabling BattlEye I can use LML normally (which usually doesn't need a game update). There could still be changes to how the game is obfuscated that could delay an update, but the BattlEye part considering it can be disabled, shouldn't interfere with singleplayer modding.
     
    Edit3: If this post isn't clear enough - LSPDFR will still need an update for this version.
