I have been trying to download new noose officers but every time i try the crouching noose officer changes but not the standing ?!

I was watching a youtube video and the guy blocked the road with his car and then pressed a key and the player said something like, no civilians beyond this point its too dangerous or something like that? Is there a key to do this?
