You mentioned you were getting texture loss, which means you have a very weak video card (nevermind, saw your videocard in your sig, it's powerful), Your memory might be faulty also which is what is causing the SMPA40.

They're the same basically when it comes to scripting for GTA. C# is more practical and easier to code with for GTA. C++ runs faster (speed is unnoticeable in GTA scripts compared to c#) but can get messy because it doesn't take care of it's own garbage collection.
