i don't really know what you mean by control room you need to stand at the entrance of the la mesa police station then a notification on the top left appears after you installed it correctly and started your career via the LSPD:FR Enhanced Menu (F6 standard on your keyboard) to press T to start your shift

you need to ForceDuty in your F4 console from RPH then you can start your career with F6 and Start new career

I love the dedication from @Vitus27 for constantly updating the mod and interacting with the community! It brings more life to the game and i love that you have car restrictions and you really need to earn the xp to level up. All in all this is the perfect mod to enhance your LSPD:FR Gameplay!!

yea that's no problem when you are doing the callout there is no patrol zone, it just affects when you are outside the patrol zone after your callout, till you get back to your zone you won't receive any callouts 🙂
