    The Equipment & Standards Overhaul
    Dynamic vehicle safety violations for proactive traffic enforcement. In the standard Los Santos environment, every NPC vehicle is showroom-perfect. This lack of realistic mechanical wear makes traffic enforcement feel repetitive and purely RNG-based. Road Worthy is a background simulation engine that injects realistic mechanical failures and safety violations into the world, giving you legitimate, visual probable cause for every stop.
    🛠️ The Core Engine: "Probable Cause Generator"
    Road Worthy doesn't just spawn blips; it physically alters the state of nearby vehicles to create observable equipment violations.
    Equipment Violations: The engine cycles through distinct equipment configurations, ranging from minor electrical flickers to critical structural failures.
    Encounter Frequency: With default settings, you can expect to encounter a violator roughly every 2 to 5 minutes of active driving, depending on local traffic density.
    Smart Selection Logic: The system scans a 350m radius and intelligently selects candidates for violations. It maintains a buffer—ignoring any vehicle within 45m—to ensure violations don't "pop-in" right in front of you.
    Automatic Exclusions: To maintain immersion, the engine automatically ignores Emergency (Police/EMS), Service (Buses/Taxis), Motorcycles, and even specific models like the "Stretch" or "Tourbus" defined in your .ini.
    Disable Blips: For officers who prefer a purely visual challenge, violation blips can be disabled entirely in the configuration settings.

    Ghost Car (Bright Purple - 27) Operating with no lights at night.
    Faulty Alternator (Gray - 13) The lights won't stay on; lights flickers intermittently, indicating failing power delivery preceding a total electrical blackout.
    Aggressive High Beam Flashing / Signal for help / loose wire? - (Green - 2) The entire lighting system (front and rear) flashes rapidly. This indicates a severe short circuit or an aggressive driver attempting to clear traffic.
    Smoking Engine (Light Gray - 15) Heavy engine smoke pouring from the compartment. The vehicle is physically restricted to a crawl due to severe mechanical failure and neglect.
    Shredded Tire (Light Blue - 22) Vehicle operating on a shredded tire or bare rim. Results in erratic handling, grinding, and a top speed limited to 13.5f.
    Missing Plate (Dark Orange - 21) You can now encounter vehicles operating with Missing Plates. This violation is tied to a Stolen status, turning a simple equipment observation into a potential felony hit.

    Note on Modernized Plate Readers: Congrats! Your reader now recognizes these blank or dealer plates as stolen and pulls owner details—even without a physical plate—via NOOSE-derived chassis-signature telemetry. This breakthrough, repurposed from Humane Labs forensic imaging research, identifies the vehicle through unique thermal and geometric markers. The physical plate is absent, but the system still has a chance to gather vehicle and/or owner details via localized beat intelligence.
    Shattered Window (Gold - 46) Frequency of smashed safety windows. Side or rear glass is shattered, potentially indicating a vehicle burglary or a prior hit-and-run collision.

    In LSPDFR, you usually can't tell what’s actually in a car until you use a specific menu to "Search" it. This mechanical limitation often breaks the flow of a proactive patrol. Today, I am officially launching Project: Plain View (PPV)—a specialized perception engine that allows your character to "observe" contraband in plain view just by walking past or looking into a vehicle.
    🚀 The Core Philosophy: "Natural Observation"
    Unlike traditional mods that require you to guess what’s inside a vehicle, PPV bridges the gap between game mechanics and real-world law enforcement intuition.
    The Living Database: The system stays "in-sync" with the same items you'd find in a physical search by reading directly from VehicleItems.xml. Upon duty initialization, a database scan ensures detected contraband remains consistent with the vehicleitems.xml.
    🛠️ Key Features
    1. Contextual Perception Engine PPV utilizes proximity and line-of-sight to simulate an officer’s "quick glance."
    Visual Logic: If a weapon, drug paraphernalia, or an open container is sitting on the passenger seat, your character recognizes it instantly without needing a warrant or a physical search.
    3.5m Detection Radius: Designed for realism; you must be close enough to actually see through the glass for the perception to trigger.
    2. Multi-Tiered Alert System Information is delivered via color-coded HUD notifications (Stop The Ped style) to help you categorize threats instantly:
    Weapons (Orange): Firearms, ammo, and holsters.
    Narcotics (Yellow): Bags, scales, and paraphernalia.
    Intoxicants (Blue): Open beer bottles, flasks, and liquor.

    4. The Authenticity Protocol Because PPV reads directly from the VehicleItems.xml database, there is no "cheating." If the mod alerts you to a "Weapon" in the front seat, a subsequent physical search via Stop The Ped will likely yield something (illegal, or not) from that category, maintaining 100% roleplay integrity.

    Deploying your surveillance net is straightforward:

    I made these license plates to default plates and the Call Out Interface plates.  These plates are Lore friendly Minnesota style plates. I also included my custom Police,Fire,and EMS plates.

    As we all know, default GTA V traffic can feel robotic, unpredictable, and unrealistic — especially during intersections, pursuits, and freeway driving.
    This plugin rebuilds civilian behavior logic to create:

    Better freeway reactions
    Realistic emergency yielding
    Intelligent lane behavior
    More believable violations

    The goal is simple:

    Drivers are assigned their behavior once per vehicle
    No random frame-by-frame flipping

    95% stop normally
    5% may run the red light

    Here is my take on a lore LSPD texture pack. Wanted to do something based out of South Carolina which is where I'm from.
    This is inspired by Mount Pleasant PD, not based. I added several units that they don't use IRL. (sorry not sorry)
    I may add other vehicles in, you can leave a suggestion.

    Stream deck profile for ELS.

    This was designed on a 32 button stream deck and results may vary.
     
    To Install, import (ELS CONTROL) profile into stream deck by going to Settings, Profile tab,
    Drop down menu at the bottom, and Import.
     
    Included are the PNG files For additional buttons. And READ ME
     
    As all of these mods have been keybinded using the INI files and stream decks software,
    necessary Mods for this to work as programmed are:

    Delete vehicle script
     
    You will need to ensure the key bindings on the stream deck buttons, match the config files

    Welcome to Coastal Callouts!
     
     
    Welcome to Coastal Callouts, the biggest LSPDFR mod ever created. More than just a callout pack, this mod features a massive DLC with new boats, helicopters, planes, buildings, peds, maps, and other game changes; includes new features like a throwable life preserver ring, working helicopter hoist, and cargo planes which can transport and air-drop equipment; over a dozen new callouts with nearly infinite possible variations; an AI copilot to fly your helicopter while you jump out the door into raging seas; and much much more. After nearly 3 years of development, the mod is finally available to everyone to play. 
     
    REQUIREMENTS:
    The DLC/LML Package is required to use Coastal Callouts. Install Lenny's Mod Loader first, then you can download and install the Coastal Callouts LML Package using the Mod Manager.  You will need to have LSPDFR 0.4.8+ installed and working A functional gameconfig.xml for your current game version is required. You can download a gameconfig using LML, or find one on gta5-mods.com for the latest game version There are multiple downloads on this page. You must install both the "LML Package" and the "Plugin" download to use the mod. The plugin download must be installed manually; follow the instructions in the included readme.txt file.  I strongly recommend that you make sure your GTA V installation works stably with RagePluginHook, Lenny's Mod Loader, and a modified gameconfig.xml before you attempt installing any part of Coastal Callouts.

    You're welcome Do I have to pay to use this mod? 
    No. The publicly released version of Coastal Callouts is available for FREE to all users. There may be future updated versions which will be available to members of the Parks Benefactor Program as early access betas, but all updates will eventually be released for free to everyone. Can I record YouTube videos or stream myself playing this mod? 
    Yes. You may record or stream any released version of the mod. You must include a link to this download page in the video description of any video focused on Coastal Callouts. If you only use a feature once incidentally during a video you may include the download link in a mods list hosted elsewhere if the mods list is linked directly in the video description. If you do use this mod in videos and enjoy it, I would encourage you to join the Parks Benefactor Program. You will get in-game recognition for being a member.  Does it work on FiveM? 
    The scripts do not work on FiveM, but most of the models do work on FiveM. There is a FiveM resource pack provided on this download page with the vehicles, buildings/map edits, and peds. A FiveM version of the helicopter hoist function is available from a developer I collaborated with, and implements the same general functionality, including the hoist hook, control interface, and hoist cam, and supports grabbed peds, rescue basket, and stokes litter on the hoist. See trailer video below. Other features may eventually be ported to FiveM as well; however, the original full-featured LSPDFR plugin only works with single player.  Do I have to run LSPDFR to run Coastal? 
    Yes How do I install it? 
    Download both the LML Package and the Plugins download. Follow the README.txt file instructions to install the mod. The readme is the same in both downloads.  Do you have a Discord server? 
    Yes. Members of the Parks Benefactor Program can join my Discord server, where you can watch development of future updates and new mods I am working on, chat with other community members, share community-generated content, discuss and vote on future mod features, and receive more direct support. I do not have a Discord server open to the general public. Will there be versions for other countries? 
    Yes! Several international packs have been released, and are linked below. You can use the Coastal Callouts Modding Guide to download the full vehicle templates and other customization information for those who may want to develop their own packs. Please PM me if you are an experienced texture designer and want to create an official international pack for your own country or region.  What are the keybindings? 
    They are all defined in the Coastal Callouts INI file. The main keybinding is ] (right square bracket) to open the Coastal menu.  Do I have to use LML to install it?
    Yes. The mod is too complex to realistically support a "manual install" method. We did this during the beta, and it was way too much work to help everyone get it installed manually. You must install the "Mod Loader" components of LML to use Coastal Callouts. Using the Mod Manager/Mod Downloader interface is optional. If you don't want to use the mod manager to download the package, you can download the LML Package manually, and then copy the contents into the "LML" folder in your main GTA V folder.  The Paleto station doesn't spawn when I'm not on duty or when I use the FiveM pack
    The Paleto station was built using outdated techniques before newer methods for modding buildings were developed. Therefore it is not compatible with FiveM and can only be loaded by the script in singleplayer. I am planning to rebuild it in the future.  The fireboat doesn't shoot water on FiveM
    The water cannons have been disabled on the FiveM version, because they cause the game to crash when fired. I am not aware of anything I can do to change the model to fix this, but if you figure out any workaround please let me know.

     If you've just started the game and the traffic isn't right, you may need to manually set a time for the traffic to update. From then on, the traffic will run completely dynamically
    This doesn't have to happen, but it can occasionally occur.
      The heavy game config is recommended. If your game can't handle all that traffic, you'll need to switch to the middle game config.
    Unfortunately, the middle gameconfig is limited in its functionality. It primarily reduces traffic overall. 
    If you still want to play with the heavy version, you'll need to lower your graphics settings or remove certain graphics mods.
    This doesn't have to happen, but it can occasionally occur.

    IMPORTANT: If Rockstar Games releases an update and the game starts crashing or won't start at all, it's most likely due to the gameconfig included with that mod. This must be replaced with a current custom gameconfig until this mod receives an update.

    About the Pack:
    This pack was also originally created for my personal use in LSPDFR. I like the simplicity of the vehicles. This pack is California based, but not based on anywhere in particular. I'm aware that it may resemble and IRL department, but it was not done on purpose. I'm also aware that the material order for the dashcam is messed up in the screenshots, but it has been fixed in the download. I wanted to add more for variations for the charger, but for such a small jurisdiction, I wanted to keep this pack relatively small. If you all would like more variations for the charger, DM me. These vehicles do not have in-car radar units. I figured with the area that VPD would patrol, it would be more beneficial and cost efficient to use handhelds. This pack does come with red and blue lighting installed (Blue& Blue is included). All marked models come with corner lightbar cruise lights. All unmarked/slicktop models come with visor cruise lights.
