Go to your main GTAV folder then go to the lspdfr folder>data folder and select duty_selection.  I edit it in notepad.  In between the vehicle selections tags you can add the new lines for your add ons from the top.  I think the lines from top to bottom is how it will appear when you go in the garage (first line will be the first selection in the garage).  I didn't do that though, I might go back in and adjust it but I'm fine for now.  You might find the agency you want and then copy that line and paste it as a new line and just change the Description Name and the Full Name to however you want to describe the vehicle and that will show in the garage.  Don't change the agency ref, just put the right vehicle for that agency. 

Well, in my case the problem were caused due to me deleting GrammarPolice but not deleting the entire thing. And when I try to use it it just doesn't recognize my voice. I've tried using 6 different accents.
Also, I just changed the PreLoadAllModels to false.

Forestry Callouts would be something I’d recommend for you.

From main gta5 folder: remove all ScriptHookVDotNet files and check if it change smh - if it helps you can try use SHVDN nightly version
 
From gta5\plugins\lspdfr: remove Callout Manager - it's outdated and gonna crash your game later in loading screen + you have installed Callout Interface

Hey, some tips for you.
 
Install Stop The Ped, CompuLite, ultimate backup and EUP. All of these are game changers and I personally find them very cool. You may also download a bunch of callout packs. I have some tutorials if you have any trouble installing any of the above.
