Nobody really knows that much about vehicle mods for GTA V, so who are you to say that models will never be able to be locked.

The guidelines state that, "Showing off models you have no intention of ever releasing is prohibited." Bugs stated that he is not releasing it at this time, at a later time a release is highly likely depending on Zmodeler.

Nobody releases anything because it gets ripped the second they release it. Would you want something of yours ripped off and modified on a car that took you a month to make? Then when somebody rips it they just claim they made the part and the original author gets no credit what so ever. Just because he posts a picture on a public site doesn't mean the model should be released.
