I honestly think it is a terrible idea to go with an i3 dual core, I would go with an i5-4670k or FX-8320/8350. You can save money by not buying the operating system and put more money towards a better CPU or GPU. You don't necessarily need a solid-state drive, you will only notice a 15-20% difference in load times. So if you were to get rid of the things I suggested that would clear up like $200 or so, for better parts, like this build http://pcpartpicker.com/p/GBM97P . I'm not really a huge fan of AMD, but for budget builds under $1,000 they make great CPU's with great performance per price ratio.

You don't need 16GB of ram for gaming, and don't buy pre-built PC's they are a waste of money. You can build a pc better that that for way cheaper. Also, the CPU in that build is last gen. You can get this build:http://pcpartpicker.com/p/3MmQE for $200 less than that.

This one will go good together with all your other parts,because all of your other parts are black and red.

It's a great build, just pick whatever case you want.

The 780 will allow you to be futureproofed for the next 3-4 years depending on how games progress. Also, the build I suggested is red themed so It will be aestheticly pleasing as well. With the H100i you should be able to get a solid overclock and keeps the temps down because it will be liquid cooled. Have fun building, and quote me if you need anything.

That will run the game on High with no issues, but I recommend building your own. You can get way better performance for your money if you build your own and you get the satisfaction of knowing that you built it and not somebody else. Look at it like it's expensive legos, it's not difficult at all. There are plenty of great videos out there that teach you step-by-step what to do.

Looks great to me, and you will be able to max out GTA IV with any ENB of your choosing. Only thing I would change is the PSU, to a higher wattage, so you will have headroom to upgrade in the future. Then you could have a black and red themed build.

That is really overpriced for the specs,you would be better off building your own.

Upgrading won't do very much for you, because your budget is too low and so is the wattage of your PSU.
