Here is what I came up with: http://pcpartpicker.com/p/fpF3WZ I switched out the cases for a slightly more expensive one to give you more room when building and more cable management options since it will be your first time building. I switched out the RAM for 1886 instead of 2133, they are virtually the same anyways. I switched out the Logisys CPU cooler you had for a Cooler Master Hyper 212 EVO, I have one and it is excellent. Plus, it has over 1000 reviews with an average of 4.6 out of 5. I also switched out the motherboard for an ATX one since you are using an ATX case and not a Micro-ATX one.

  12. Why exactly would you recommend a pre-built all in one PC? He wouldn't even be able to run Minecraft on that much less GTA IV. Dual channel ram is always better than single channel, so I wouldn't go with that ram. The build also doesn't need an aftermarket CPU cooler unless he is overclocking, so he can save some money there. I know it is not the best way to get an OS, but there are other ways of getting it than buying it to save money. I would have went with an AMD CPU instead of Intel on a build this low budget. He can't afford to spend money on anything that isn't necessary, like for example the sound card. The case is just way to expensive for a $400 build, I would have went with a cheaper one. Also, I am not sure why you chose a $100 250GB HDD when you can get a 1tb for $50-60. I would suggest researching more about PC's before you go around a suggest builds like that. http://pcpartpicker.com/p/mkV623 The absolute best I can do.
