    Update:
    As some might have seen already, I have released a new version with armored window frames and beadlock wheels as well as some minor modifications. That version also featured full LOD levels, so I updated the regular Suburban as well. Those are not just copied L0 meshes. The Secret Service variant also includes the .meta files for sirensettings, bulletproof wheels, bullet resistant glass, etc...
     
    The download comes with .z3d and .ytd file, as well as templates in case of the regular Suburban. Credits are inside a Readme file.

    Okay, here it is. Wanted to share it here, because I think you guys may make good use of this. I just did this, so I can make an armed version with M134 on top. But I haven't seen a '08 Suburban around and since it's a quite popular Law Enforcement vehicle, I thought it'd be a shame to keep this to myself. 
    After responses in this thread: 
     I saw that there really is some interest, so I did some edits and want to release it now. Let me copy the features of the other thread in here again:
    -Includes full detailed exterior and interior with modelled doorsills (not just a "plain" connection between bodyshell and chassis)
    -Undercarriage and engine modelled
    -All standard lights working
    -Steering wheel and dials working
    -Dials and buttons illuminated at night
    -Bulletholes and glass shatter
    -suspension and transmission as working, seperate objects
    -Dirt mapped
    -Includes L0 and L1 ONLY (+wheel meshes for L2/L3)
    -2 version: One standard version and one for wiper support
     
    On top of that I have now assigned the bodyshell to paint3 shader for livery support and mapped the body properly. I have included one wireframe template (2048x2048), one transparent template with only the doors white (you can add background color as you desire) and car_sign_1 is a simple black with white doors template. 
    Regarding the template: Front wheel arch contains backside of the bumpers and rear wheel arch contains the doorsills (so you know what they are and how you want to paint them)

    Rockstar, after deciding to have multiple law enforcement agencies ingame, forgot to tell their art staff what was going on. Thus, the voice issues (SAHP also has LSPD voices for the white one), as well as the LSPD having a prominent LSSD logo in their patch and on their hats, and some other things. Not as bad as IV (which was the worst for this, since they had a state police force whose only non-LCPD traits were some different voices, different hats, different pants, and one different shirt), but not well-done either (unlike Saints Row 2, which had 2 primary LE chains with different patrol cops with their own voices, different cars, different SWAT teams, different air units and armored units, and even different strength of response).

    No, I saw that. But I checked out agency.xml regardless. And the vehicles are mentioned there so they should have spawned irrespective of what the changelog says, right?

    Afaik, a trainer like SimpleTrainer prevents MP cars from despawning.

    Without a functioning workaround, MP cars will be automatically despawned by the game. During the testing there have been some issues regarding the spawning of the new dlc cars hence why the feature didn’t make it to the live build. Yes they are already in the agency.xml but will not work until the mentioned update has released (thank you Cyan for providing this information).

    An ELS-hybrid is an ELS car that also uses non-els lights.
    That means you need the VCF XML, and proper carvariations.meta & carcols.meta.
    Make sure the VCF XML is in the correct folder (usually GTA5/ELS/pack_default) and that the metas are installed correctly.

    So you downloaded a fancy 2015 Tahoe and installed it in the police3 slot, only to find that it rolls more than your eyes when your boss is talking to you.  Does your Silverado not drive like a truck should? or maybe your '15 Charger doesn't feel right.    There are a lot of options to choose from when deciding which handlingid you want to use for your car.  I've compiled a list of what I use for handling lines, and thus far, all have worked just fine.  For some of them, such as the Silverado and Expedition, someone else might of found a better handling, and if that's the case, please comment below letting me know what you're using and I'll give it a shot. 
     
    Some people like to edit the handling.meta.  This is not a requirement, the handlingid is all you need to touch if you just want the basics.  Handling.meta is there for those who know a bit about modding and want to refine the handling lines to feel realistic.
     
    For those that might be confused on what the handlingid is, it's one of the top lines in the vehicles.meta.
     
    Here's an example:
     
    <handlingId>police3</handlingId>  
    All of these will be for police vehicles, I will not be covering modded civilian cars.  Also note that this topic really only applies to those who have modded their police fleet.
