Try deleting all of your ELS files and then copying and pasting EVERYTHING that is provided in the ELS original file into your game file. Thats how I did it and if you dont want the mod menu, delete it after copying and pasting all the files into your game files. If this doesn't work, make sure you have everything correctly installed, such as asiloader, scripthookv, etc.

Can you please tell me exactly what files you downloaded and how you downloaded them?

If you are using an ELS vehicle, than the normal keybind for the light stages is J if you haven’t changed them.

Just letting you know that you have posted in the wrong forum. This is the lcpdfr and gta iv support which is not only the completely wrong game but it is end of life and pretty much no one checks this forum anymore. If you would like LSPDFR support, please post on the LSPDFR support. Thank you.

Yes, it is completely normal.

I would highly recommend just launching the game via RPH itself however for whatever reason you dont want to, you can always launch RPH while you are in STORY MODE.

I would recommend that you just download the automatic install and do whatever the installer tells you to do. You will not lose your saved game this way. You do not need to completely delete lspdfr.

Sorry, I completely missed that you only downloaded the _hi.yft files and not the .yft. Please make sure you are copying and pasting everything that is in the folder that you provided. As such if you still have problems understanding, there are multiple youtube videos showing how to do so. For example the folder normally has 3 files. <name>.yft, <name>_hi.yft and <name>.ytd. You have to paste all of them into your vehicles.rpf. Sometimes there might not be a <name>_hi.yft and sometimes there will be a <name>+hi.yft. Nonetheless make sure you are pasting everything into your vehicles.rpf folder. And if you are using an ELS vehicles, make sure to put the <name>.xml file into your <pack_default> folder in your ELS folder. If you have anymore questions please let me know.

Have you downloaded a brighter light mod like radience v or something. I recommend using this link as I had the same issue but this download made everything perfect. You should try it and then let me know if it works for you.

I see the problem here, you have correctly installed the .yft files but there is no .ytd files for your cars. This is what is causing your cars to have texture problems and are loading like that. I have downloaded the pack that you are using and I can see they have provided .ytd files in the pack. I recommend that you go back to the pack and install all the .ytd files for the cars that you are using. Please make sure that you copy and paste every file that is provided for you.

Can I see inside your patchday22ng folder please. Have you tried these following steps, 1. Go to OpenIV and go to Tools > ASI Manager and uninstall both OpenIV.asi and ASI Loader. 2. Restart your computer and go back to Tools > ASI Manager and reinstall both of them. 3. Restart your computer again and see if it works after you load.
