It MIGHT slow down the game if you have a low-end pc. There are many topics about PreloadAllModels, feel free to search them on the forums.

That's the only Camero I've seen made for GTA IV. You could edit the lighting yourself if you have the knowledge to do so.

You asked for help on turning off Read-Only and running the game on Administrator, not for help on downloading the modification.

Enable "PreloadAllModels" in your FirstResponse config located in your "scripts" folder. You most likely have installed high-poly vehicles which can be too much for the game. The PreloadAllModel feature fixes most cases of your issue.

There is an option to enabled AI lights in the ELS config. Change the 0 to a 1 and your set bud. ;)

For me it's Hove Beach as people there seem to be aggressive. Almost everyone there is armed with a small arms weapon such as a pistol/knife.

Multiplayer is very enjoyable as it is in most games for me as I run a server on it. There are many videos explaining the game or I could make one myself if you'd like ;)
