Yup! Everything is configurable in the .ini file, or in the in game menu (not all options available), which is opened from the RPH console (F4) RtsOpenConfigMenu.

I'm able to download it fine, in fact this pack is my State Troopers in my current game build. It's almost certainly an end user issue, or an issue with the lcpdfr site.

Legit just mess with your chance settings. Hostage and Spitting are sorta new, but you might have to lower your chance further 🤷‍♂️, that and you might be unlucky. That's possible too.
