    Use Traffic Load.  The best functioning of them all imo; uses all 90+ cars and is adjustable and will not bug out your graphics.  You can even adjust the amount of peds with it.  
     
    Check the download page, I think under mods/scripts.

    GTAIV and EFLC: trainer.asi, trainer.ini, scripthook.dll into the GTAIV main directory (c:program filesrockstar gamesgrand theft auto IV on X86 windows versions, or c:program files (x86)rockstar gamesgrand theft auto IV on X64 windows). AND trainertlad.asi, trainertlad.ini, trainertbogt.asi, trainertbogt.ini, scripthook.dll in the EFLC main directory (c:program filesrockstar gamesEFLC on X86 windows versions, or c:program files (x86)rockstar gamesEFLC on X64 windows).


    dashcam put the files in the scripts I believe haven't done it in awhile, also read the "Readme's" that come with the program, very simple to read and understand!

    If installed properly, when you hit ALT+P, you get a message in the upper left hand of the screen saying you have activated the mod.  You will also see stars in the mini map showing where all the police stations are.
     
    If you don't get that message when you activate the mod, check that you installed the mod into the correct folder.
