Modding DLC Pack V allows for a simplified installation process of peds, weapons, vehicles and meta file entries - both for addons and replacements.
After installing the Modding DLC Pack V OIV file, you can do the following, all from one central folder:
Install unlimited addon/replacement peds and addon peds.meta entries; Install replacement weapons; Install unlimited addon/replacement vehicles including support for vehicles.meta, carvariations.meta and handling.meta; Add custom names to your (addon) vehicles; Easily restore all of the above after a GTA 5 update.
Please ensure to carefully read the supplied README.pdf file for tutorials and guides on how to do all of the above. I have also done a video tutorial series (see above) showing how to perform all of the above properly.

Speed. reacted to cp702 for a file, Glove SwitcherThis plugin lets you switch gloves on an MP freemode ped without fiddling with the various uppr_### entries. For instance, if you want to put on surgical gloves from whatever uniform you're wearing, you can just select "surgical gloves" in the menu and not worry about the 100+ possibilities for "Upper Skin."
How to install:
Copy contents of the Glove Switcher folder into your GTA V directory. This script requires RAGE Plugin Hook.
How to use:
Press the menu key (default is F10). "Glove" is the glove you're wearing. "Cutaway" is how that torso model is cut away to prevent clipping through the ped's clothes. The right cutaway to use depends on your specific outfit. You normally only need to change the cutaway if you've changed your character's clothing.
There are also "special" configurations, which only work with particular outfits (e.g. the arms for the Space Creature suit). The Special menu lets you choose any uppr_### entry by index, and the INI file allows you to create presets for particular entries. All special configurations in the base game are included in the INI file, except for some duplicates. If you have other mods that change stuff, you can add more special entries following the same pattern.
Please ask for permission if you want to reuse this in your own mod.

The per-vehicle siren limit is raised from 20 to 32. Vehicles can now have siren1 through siren32, which are all fully functioning and independent. The siren_glass limit is also raised to 32. Note that the limit of 128 total bones on a vehicle still exists.
The maximum value of a siren setting ID in carcols is raised to 65535. In the base game, siren settings can conflict if one of them has a value over 255. Now, siren setting IDs can go up to 65535 without conflicting with each other.
This mod also expands the maximum number of unique siren settings you can have. If you have 400 cars, and they all have unique light patterns, that'll work.
Installation
Copy the included ASI to your game folder.
Usage
For additional lights, just use siren21 through siren32 and add extra entries to the siren settings in carcols.meta. Again, note that there is still a limit of 128 total bones on a single vehicle.
For the increased ID limit, just use a number bigger than "255" as the ID. The values 0, 255, and 65535 are reserved, so don't use those specific values. No additional configuration is required.
RPH Users
SSLA does not require RAGEPluginHook, but it is compatible with it. However, it is ONLY compatible with the latest version! RPH version 1.98 has a compatibility patch that will play nicely with SSLA v2. The latest RPH version can be found bundled with LSPDFR, or on the RAGEPluginHook Discord server.
If you had RAGEPluginHook and SSLA v1, you may have had a compatibility DLL in your Plugins folder. This DLL is no longer required and should be removed. RPH now talks directly to SSLA.
RPH plugins that deal with emergency lighting will continue to function, but may need to be updated to support lights 21 through 32.
FiveM Users
SSLA v2 is compatible with FiveM. The server owner must enable ASIs in server.cfg with sv_scripthookallowed true, and Each user must copy the ASI into the plugins folder in their FiveM Application Data. No changes are required to the server config.
RPH Developers
In RPH version 1.98 and up, the Lights member of an EmergencyLighting will be length EmergencyLighting.MaxLights (a static class property) instead of necessarily being length 20. They will still all have the same length, it's just that that length will be longer than 20 if SSLA is installed.
Logging
This ASI produces a SirenSettings.log file in your game directory. It records:
Every loaded SirenSetting, its name, its ID, and its internal index; Every loaded vehicle, its name, its siren ID, and the index it was matched to; Any conflicts, where two SirenSetting entries have the same ID. License

Known Issues;
BrakeLights: If you press the brakelights blackout key while emergency lights are on, it will still toggle brake lights. This will automatically resolve itself when you change emergency lights stage or turn them off. BrakeLights: Any other scripts that add the brake lights being on at idle seem to break this (As in it will have no effect and brake lights will be on). Not sure of a way around it beyond disabling the brake light function / removing the script. Turn Signals: If you have no controller modifier key for indicators and blackout for taillights is the same button as a turn signal, turn signal will not work. Turn Signals: In an ELS Enabled vehicle, if you turn on the right turn signal and your ELS blackout bind is the same as the turn signal, it will activate ELS' blackout mode. -
Speed. reacted to PeterU for a file, ScenariOh!ScenariOh! is a modification to help with roleplaying that lets you start various scenarios (animations + props) on the current player character.
Before you ask, this is and always will be a Rage Plugin Hook modification for single player. I will not make this compatible with multiplayer modifications.
Important: by using the modification, you agree to the terms and conditions in LICENSE.txt as included in the originally downloaded package from LCPDFR.com.
Installation
ScenariOh! is a Rage Plugin Hook modification, not an LSPDFR modification.
You must therefore copy the files in this package to your GTA V directory\plugins folder.
To load the plugin on demand, open the Rage Plugin Hook console (default F4) and type:
LoadPlugin "ScenariOh.dll"
If you would like the plugin to be loaded by default when you start Rage Plugin Hook, open RPH’s settings (hold down Shift when starting RPH) and, in the Plugins tab, tick the plugin to add it to your RPH startup script. Then click Save and Launch.
Usage
Once the plugin is loaded, press the key combination (default Right Ctrl + S) to open the menu.
Scroll between the different Categories using the first menu item. This allows you to have distinct menus for different roleplaying types — e.g. a cop Category and a medic Category, for example.
The next two menu items allow you to stop the current scenario (which will return control of your character to the keyboard/controller input). Stopping the scenario gracefully make take some time, as the “exit” animations will be played before returning control to you.
The remainder of the menu shows you the scenario lists available to you in the current category. Scroll through and find a desired scenario, then press Enter to start it. Esc will close the menu.

This plugin allows you to store your Carbine Rifle, Shotgun, SMG, as well as Body Armor and Fire Extinguisher in your police car, and also to retrieve it.
It does NOT require compatible vehicles, however, they will add additional features, like seeing your weapons appear/disappear from the gunrack.

You have to sit in a Police car to store and retrieve your rifle/shotgun.
It does not matter whether it's a default police car, a replacement, or an addon, as long as you added the Police car correctly.
It works with the Carbine Rifle(MK2) and PumpShotgun, which come with an equipped flashlight upon retrieving.

Description
This plugin was first only produced ages ago because I wanted some realism in opening the trunk of my vehicles. I also wanted a way to turn my engine and indicators on and off!
This plugin for LSPDFR allows you to open separate doors (Including Hood and trunk), Activate your Indicators to alert traffic and Turn your engine on and off when needed both inside and outside your vehicle! Allow more realism by going to the trunk of your car an opening It right there (No More Trainers) or by turning your engine off once you have left the vehicle. Or use it as a control based modification with working indication inside and outside of the vehicle.
YOU MUST use the reset key 'U' by default to change the vehicle you are in. Once in a new vehicle, you can press the key and it should attach to the new one!
PLEASE NOTE: This is pretty much finished. I may add more functionality to this plugin to LSPDFR if the community is looking for it though =}

GoThere
GoThere is a plugin for Grand Theft Auto V that utilizes RagePluginHook as well as RageNativeUI to let players teleport to designated locations on the map easily. There are preset destinations built into the plugin, along with the option for users to create their own destinations from the in-game menu.
Usage
Simply press the menu key (default F4) to begin using GoThere in-game! Use arrow keys to navigate the menu, just as you would with any other menu. Custom locations can be added in game or manually by modifying the CustomLocations.xml file found in Grand Theft Auto V/Plugins/GoThere. A sample location has been provided within the document that you may use as a template.
Options for GoThere can be found in Grand Theft Auto V/Plugins/GoThere inside of the Options.xml file.
Add a custom location by navigating to the "Custom Locations" portion of the GoThere Menu, select "Save Current Location", and give it a catchy name.
Delete a custom location by pressing the remove location key (default R) once to begin deletion, and pressing again to confirm you would like to delete the location.
GoThere also features preset police station destinations meant to be used in tandem with the LSPDFR modification. Navigate the "Stations" list with the left and right arrow keys and press enter to teleport to any desired police station around the map.
Console commands are also a feature of this plugin! The commands TeleportTo<Station Name> are included by default in this plugin to enable users to use the console to teleport to their desired police location -- already supported by the plugin! In addition to TeleportTo, there is also a command called GetLocation that is meant to be used for debugging purposes. This command will display the player's current X,Y, and Z coordinates as well as their heading -- this works perfectly for manually adding custom locations.

Installation
Once opening GoThere.zip, simply drag and drop the contents of the "Grand Theft Auto V" folder within the zip archive into your Grand Theft Auto V installation folder and start up the game!

If you want it can also spawn vehicles there on start. To use that feature enable it in the config and set the vehicle model you want to spawn.
You can decide between three different spawning locations. The left, right garage or the parking lot in front.
Also if you leave the garage and you come back later a mechanic fixed your cars.
Installation:
Just place the .dll and the .ini file in the plugins folder and make sure to load it via RagePluginHook.

DESCRIPTION
− Take control of any train in San Andreas.
− TSM attempts to strike a balance between realism and casual gameplay.
− Features a unique custom GUI for both train types, stations/stops, speed limits, sounds, and a unique control scheme.
− Features dynamic acceleration and braking values based on the actual layout of a given train.
− TSM takes engine power, train mass, friction, and inclination into account.
− Features an additional view mode (to look behind).
− Online, players riding a train under the user’s control will be notified via game SMS of the next station or stop.
NOTES
− Consult the DEFAULT CONTROLS file to view the list of default TSM control keys.
− Consult the FEATURE INFO file for some useful information regarding TSM.
− Press Alt + F12 near any locomotive to enter it. Once inside, press F12 to take control.
− Reverse the above process to exit the train.
− If improper information is displayed in GUI, the train must be calibrated by approaching a station.
− In single player, the metro train should be exited at a station rather than between stops.
− Players using the PLD mod should temporarily disable it by pressing Alt + Ctrl + L.
− Speed limits are still a WIP.
INSTALLATION
− A GTAV ScriptHook must be installed for any .asi modification to work. The original may be found here.
− Using script modifications in GTA Online can result in a temporary or permanent ban from the service.

It also allows custom vehicle exit styles to better suit the user's gameplay.
DESCRIPTION
− BVA provides several simple vehicle features.
− You can toggle a parking mode (to save your vehicle), toggle a vehicle’s engine state, and use indicators, among other things.
− BVA allows for persistent braking lights whenever a vehicle is stopped.
− BVA also allows the user to choose an exit style (from 3 available) for both short and long presses of the vehicle exit button.
− BVA includes a seatbelt feature and the ability to shuffle vehicle seats.
− BVA includes custom sounds for added immersion.
NOTES
− Consult the FEATURE INFO file to learn more about BVA and its features.
− The parking mode feature is disabled by default, as it may cause issues when using a controller.

A generic ELS Ford Crown Victoria police interceptor, it has a Fedsig Vision SL lightbar with whelen avngers in the back. There's 3 different generic police liveries that comes with it, feel free to make liveries for it, just dont claim it as your own vehicle. This is my first time making a police car model, so if there's any bugs or anything please let me know.
[Requirements]
To install the vehicle correctly, you'll need:
GTA 5
ELS (needed for lights to work properly)
Gameconfig (For game to not crash on startup)
OpenIV
[Installation]
First, you should make a backup of your game, or atleast dlclist.xml, and makesure to do everything in your mods folder. Also you need to have Open IV to install this.
1: Navigate to :Grand Theft Auto V\mods\update\x64\dlcpacks
2: Drag and drop the "2010cvpi" folder into the dlcpacks folder
3: Using OpenIV navigate to :Grand Theft Auto V\mods\update\update.rpf\common\data, right click and hit edit on dlclist.xml, scroll to the bottom and hit enter on the last line, then paste this <Item>dlcpacks:/2010cvpi/</Item> into it, hit save and exit.
4. If you have ELS installed, go to :Grand Theft Auto V\ELS\pack_default\ and drag and drop 2010cvpi.xml into the folder
5. Close OpenIV and have fun!

"Fairhaven" has been replaced with " Los Santos City" and the color was changed from silver to gold
I don't own this model, I simply made a texture for it.

Hold R to check for the remaining bullets in your magazine, in the bottom-right you will see a number showing you how many bullets you have in the magazine.
Features
- Hold a customizable key for a bit to check how many bullets are remaining.
- While checking, it shows the amount of loaded ammo in the bottom-right of the screen
- If the player is too low on ammo, the player reacts to that with a voice line
