That config file is ELS v7, not ELS v6. In v7, you need to press Alt+J to activate the lights (assuming you did not edit the controls).

Nice editing!You can turn bloom off in your enbseries.ini or decrease the number. You can also switch out the icebloom/enbbloom.fx until you find one without any flares or download the IcE config tool and turn flares/bloom off.
