I'm sorry what is RPH?

when I try to play GTA V LSPDFR, or just the game i get this message: Unable to launch Grand Theft Auto V. if you continue to have problems launching the game please verify the integrity of your game files via the settings menu or contact rock star games customer service CODE:7002.1 I uninstalled the game and re installed it and getting the same ERROR..... Does anyone know how to fix this? ive had no problems till now and i havent downloaded any new add ons or anything like that, it just randomly did the....
