Open commandline.txt in your GTA V folder and remove everything in it. Save & close, the file is called "commandline.txt". Go Increase  the Plugin Timeout Threshold to 60,000 in the RPH settings. Also, you have a significant amount of outdated plugins: Blaine County Callouts, Bribe, CalloutsT, CalloutsV, Quarantime Callouts, HeliAssist, Interactive Callouts, Felony Stop, FireCallouts, FirstCallouts, YobbinCallouts, CrunchBullet Callouts, LSPDFR update checker, Duty Callouts, CountyCalls, SanAndreas Callouts, TerrCall, NiceCallouts, OCspray, Inspired Callouts, SecondCallout. Try removing all of these, if your game is still crashing, come back here and send another Rage Log.

Go into OpenIV and go into edit mode, then go into your mods folder, and if you get a green bar popup, press "copy to mods folder"

make sure that you update your mods folder, via OpenIV, press edit mode and make sure your mods folder is up to date, then drag and drop all of your vehicles into the latest patchday (patchday24ng)

Go to your GTA directory and go to a text file called commandline.txt and clear it, then press file and then click save, see if this works, also ensure that you have all LSPDFR, RPH, Scripthook updates too.

Could you confirm you can play GTAV without loading it through RAGE?

Rename your mods folder to _mods and see if the issue persists

And does the game not load without RAGE either?

You have an issue with your core files.
 
Verify your game files.
Then with the mods folder renamed to _mods try and load in

Send your latest log

Not a problem!

To verify your files do the following:
 
Sign in to the Rockstar Games Launcher. Navigate to Settings. Select the game you wish to verify from the list under My installed games on the left. Select Verify Integrity under Verify game file integrity from the options on the right.

So your game doesn't work normally.
Doesn't work with the mods folder disabled.
Doesn't work with the mods folder disabled + verified game files
 
A fresh install may be your only option. You don't have any scripts installed do you?

I think @UnknownBastionmeans put them into Patchday22.
 
If nothing is after the dlc.rpf go to Patchday22 through the game files.
An option should come up that says "Copy to mods folder." Click that and see if appears after dlc.rpf in your mods folder

It sounds like you aren't using OpenIV. It can be found here
 
It is needed to access game files and that is what opens the files

Could you rename your mods folder from "Mods" to "mods"?
 
I'm not sure if that capital letter is causing an issue
