Like the title says, does anyone know if it's possible and how to force LSPDFR to always load in either On Duty or Off Duty and not just randomly choose one?

You mean LSPDFR's backup?  Go to your main GTA folder and then lspdfr folder then keys file.  Find line:
 
BACKUP_MENU_Key=NONE
 
Yours will say B so change it to NONE
