The coroner is from STP/UB. You can edit the entires for it by taking a look at DefaultRegions.xml.

Also, set your plugin timeout threshold to 60000. You can do so by opening rage and clicking on the ⚙️.
Additionally, you may want to have a look at this:

Reinstall the oiv packages of EUP L&O and EUP S&R.
Also, ensure the configs are in the correct locations. Drag and drop the data folder from EUPFR into the lowercase lspdfr folder.

With ELS compatible cars, your sirens can be activated via the number keys above the letters on your keyboard. Not the numpad

The E key only works with non-els cars.

Re-download the manual installation of LSPDFR and drag the lspdfr>audio folder into your lowercase lspdfr folder (can be found inside the main directory).

Yes the latest LSPDFR is installed as you can see in the log. SHV is not needed for LSPDFR nor any of BejoIjos mods. _Mods won't help as this crash is caused by PoliceSmartRadio as you can see in the log as well.

Go to ELS\Pack_Default and open the towtrucks ELS file. Under <SOUNDS>, set all AllowUse="true" values to "false".

When LSPDFR is loaded you can press J when the siren is on to disable it. Lights will stay on.

Installing PoliceSmartRadio is the wrong attempt. That plugin will crash your LSPDFR. Your issue occurs when preloading the "police" model. It seems to be invalid. Revert any changes which your made to that model or .meta entries.

Try to update LSPDFR. Your build is from the 14th whilst the latest is from the 18th. 

One of the xmls you installed throws an error at 
Line 28, position 1 Try to revert any changes and see if you can fix the issue. 
 
 
Also your LSPDFR is slightly out of date. Nothing to do with this particular error but worth a mention. 

Delete your GTAV.exe and verify your game files.
