A System Access Violation could be caused by a faulty mods folder. Rename mods to _mods and retry.

You simply delete your mods folder and create a new one. Then copy the update folder and paste it into your mods folder.

There's a readme file in the download does that tell you anything? Theres not much else you can do wrong with installing the vehicle files and the ELS xml.

It doesn't always come with one. Can you link the FBI2 car you installed?

No via OpenIV and inside your mods folder. If you edited the model, get another one maybe. If you edited meta files, revert them back to the previous ones used before it crashed.

That's because the FBI2.xml is still in the ELS folder. But since it's working now, the crash is related to an issue in your mods folder. Rename mods to _mods, launch the game without Rage. Does that fix the FBI2 model not loading.

The crash was directly caused by an ambiently spawned unit. It will stop all those spawns but also fix your issue hopefully.

If you added the two adjusters and the game config correctly and it still doesn't work your only option is to remove the pack I'm afraid. It might be worth double-checking your dlclist and the installation instructions.

Start GTA without Rage until your mods folder issue is resolved.

Ensure you have a custom gameconfig (For example the one linked in downloads>essentials) Ensure you have a heap limit adjuster and packfile limit adjuster. Also make sure the dlclist contains the addon folders names.

Kopier mal bitte deine custom.ini auf den Desktop und nimm lösch die custom.ini in Plugins/LSPDFR/GrammarPolice und versuch nochmal. Wenns mit der default.ini klappt ist an der custom.ini definitiv was faul.
