Feel free to attach a log of that. A workaround would be loading GTAV without RAGE and changing the graphics then.

Yet Another Partner Mod is very out of date so I'm not surprised that you are finding it unreliable. I strongly suggest you use Ultimate Backup instead.

Your RPH log won't include anything specifically on textures but I used it to look over your plugins etc. So to confirm, you get texture loss with your mods folder disabled?

Well you've made a change that has impacted policeold1 such as editing a meta file or installing a new model. Simply revert that change.

Please attach a new log.

Have you installed a packfile/heap adjuster + a custom game config?

Your policeold1 model is invalid. Revert all changes made in regards to it.

Set this in your lspdfr.ini file: Main.DisableGameBlipHiding = true

Sadly I don't have a magic wand which tells me what is causing it. So we are doing trial and error by disabling your mods folder 🙂
