Increase your Plugin Timeout Threshold to 60,000 and load LSPDFR (using the LoadPlugin command) in game and see if the issue persists.

That all looks in check. Re-add ScriptHookV, then don't "ReloadAllPlugins" and load each plugin individually. How does that go?

Well you only installed 2 ELS XML's so did you forget any?

For which vehicle (model) is it not working for? I'd like to cross check these with the ELS VCF's installed.
