The crash is coming from Immersive Dispatch. Reinstall it. Also, Chill Callouts is outdated so remove it.

Rename your mods folder back. Load GTAV without RAGE; once you are fully in story mode ALT + TAB out and launch RAGE, letting it hook.

That was for the other person; it disables your LSPDFR plugins and is a diagnostic step. 😄 As for you, load GTAV and at the siren loading screen, ALT + TAB out and launch RAGE, and let it hook.

A ped became invalid here; go to GTAV/Plugins and rename the LSPDFR folder to _LSPDFR then retry.

LSPDFR did not crash here; do you mean GTAV crashed? If so, attach a screenshot of /Plugins/LSPDFR.

No. Make an exception. Don't put your entire PC at risk, come on. @Levinu Your game is crashing while loading plugins. Therefore, we are going to give them some more time to load, by increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings. Let me know how this goes.
