Delete Traffic policer, Arrest Manager and Smart Radio. They are outdated, don't have the features you need, cause game instability, eat up memory and are generally not good. Traffic Backup and K9 features are in Ultimate Backup. Install Bejoijo's mods here:https://www.bejoijo.com/

Hmmm. They look the same. have you tried doing _plugins and _mods? Also, it might be a problem with the core files of the game. Verify your game cache.

Firstly, rename your plugins folder to _plugins. Don't remove them. See if the game runs then. If it doesn't, reinstall EUP and EUP menu
