Does this error only occur whilst going on duty? If you have add-on vehicles, yes move them from the mods folder into a different folder so the game does not try to load them

Remove mods one by one into another folder outside of your game and try again, it could potentially be one of your mods, also resend your ragepluginhook.log

Now, rename _mods back to mods and try again
