DISREGARD This was a problem on my end, I had to restart my pc

So, I was downloading some ELS vehicles, but I can't spawn them. I only see the default vehicles. What specific patch day am I supposed to use, or what do I do to spawn in real vehicles?

As I loaded gta w/rage hook I realized I don't have any audio I can't hear anything can somebody help me fix this little problem?

Once again I am new to modding, do I necessarily need the x64 dlc thing (download) or its an option. Do every new pack for lspdfr require the vanilla dlc if so where can I download it? Or do I have to download patchday8? Which ever one will somebody help me so I can play the game.
