Cops patrolling - https://www.gta5-mods.com/misc/cop-street - they won't spawn in pairs and every area has the same probability of a cop/patrol car to spawn - you can edit the values in the popcycle.dat with notepad (PercCopCars for cars and PercCopPed for cops on foot). In the city, the Buffalo, Interceptor, Cruiser and Unmarked Cruiser will spawn, and in the county only the Cruiser. No helicopters. There are three ZoneTypes - City, Country and the Army Base. Due to that, I can't make SAHP officers spawn only on highways, or Park Rangers in the mountains and so on (even though I'd love to do so). Maybe in the future we will be able to add more ZoneTypes. Dunno about the fire trucks and ambulances, I think that's already in game, but it's quite rare. Police Predators spawn when player has a wanted level and very rarely when they do not. Nope, that's the way OpenIV works. 1) The FIB will spawn in both LS and the country. The FIB Buffalo is going to have 4 agents and the Unmarked Cruiser will have 2 - I can't edit that at the moment. 2) I can force certain hats on peds, but only one variant and all of them are going to have it. 3&4) See Hasting's post.

They don't spawn at all, no matter what vehicle I use other than the Granger (unmarked or marked) or the Crusader. A lot of information is stored in ymt files, which are currently unviewable. And yeah, I know they are NOOSE but I like to pretend that they aren't :)

Yeah, they are spawned using the same system as the police.

Well, it's for sure not caused by my mod - it must be something to do with OpenIV. If you restore you backups/validate your local files with steam then you should be able to remove the OpenIV.asi. However, you won't be able to load modified archives without it.

A lot less. There are tons of info in .ymt files, which were editable on consoles, but on PC they are locked so far. Gotta wait for the OpenIV team to crack the code. By the way, I've already made some textures for peds and cars - as soon as texture editing becomes possible, I am going to test them.

It also worked for me, but not all the time. Sometimes it bugged, so I wanted to be on the safe side. We can however wish that in the future somebody will figure out how to make new zones and then we could have SAHP spawn on the highways. Combine that with custom car models, mmmm...

Better Police Weapon Loadouts is a modification of the loadouts.meta file responsible for controlling ped weapons loadouts. I have made the following changes to increase realism and variety: Cops have limited ammo in their primary weapons - 180 rounds in carbines and MP5s, 64 rounds in shotguns. Pistols have unlimited ammo. All police shotguns, MP5s and carbines have flashligths. Cops and Shotgun SWAT (they use the same loadout) have 75% chance to get the normal Pistol and 25% to get the Combat Pistol and then a 50% chance to get a flashlight on their pistol. Shotgun Cops have 10% chance to spawn with the carbine instead of the shotgun. SWAT has Heavy Pistols with flashlights as their sidearms. SWAT has 15% chance to get a MP5, 42.5% chance to get a carbine and 42.5% chance to get a carbine with a scope. Soldiers get Heavy Pistols, carbines with flashlights, scopes and gripes and a 25% chance of a Combat MG with a scope. All cops and SWAT get nightsticks and soldiers get knifes. -------------------------------------- Installation: Install with OpenIV to update.rpf/common/data/ai. This will prevent you from playing online, so make backups (I'd make a backup of the entire update.rpf to be sure). Also, if there is an update, you'll have to install this again. -------------------------------------- This download is exclusive to LCPDFR.com and GTA5-mods. I am adding SAHP motorcycles to the countryside - they are going to have 33% chance to spawn, in addition to 44% chance of Stanier and 22% chance of Granger on wanted levels higher than 1. There is going to be 33% chance of spawing FIB instead of police on 4th level and 66% chance on 5th level. Released an update.

Yeah, I don't really know how to change the number of peds in a vehicle. It seems like it's assigned to the vehicle itself in some other file.
