Command line option -enableCounterMeasuresAgainstOnlineVehicleRemoval is specified; enabling counter measures against removal of online vehicles in singleplayer. Turn that off in the RagePlugin settings under Advanced. It will crash your game instantly.

I was having this issue too. What worked for me is going to the files in the main GTA directory called GTA5.exe, GTAVLanguageSelect.exe, GTAVLauncher.exe, and PlayGTAV.exe, right clicking on them, going to properties, compatibility, and unchecking the run with administrator rights. Also, run RPH on directx 11 and windowed mode. Good luck with this issue, I know how frustrating this game can be sometimes. Hopefully you get a fix and can play soon.

Woah, those lspdfr files aren't suppose to be in the Plugins folder. At least mine aren't so I'm pretty sure that's the problem. Try moving the entire folder right there called lspdfr into your main directory and see if that does anything!

Unfortunately a lot of people are having issues right now, my best guess would still be that something isn't where it's suppose to be. At least judging from your post..

There are tons of videos on how to install LSPDFR 0.4, as long as you follow one of those it will most likely work

Hello, i had similar situation, couldn't figure out y it wouldn't hook, i've installed as it should be, had clean install of gta5, lspdfr 0.4 and rage hook to latest. lspdfr just wouldn't load after starting rage...anyway what worked for me was in ragehook game settings-> command line switches->...i selected force DirectX11 and Force Windowed Mode-> Saved and Launch. Well that worked for me instantly, lspdfr loaded as it should, happy days.
Looking at your folder/files  "steamapps\common\Grand Theft Auto V\Plugins" compared to mine i only have 2 files inside it- "LSPD First Response.dll and LSPD First Response.pdb"...lspdfr folder shouldn't be inside it at all.

    Hello,
Have you downloaded them in this order: LSPDFR and then RPH?

    Thanks!
