I'm pretty sure you have to connect it to steam to make it run, as LSPDFR has protections against pirated copies. Also dont Run GTAV.exe as Admin only RagePluginHook.exe

Im wondering are you connected to steam?

Have you put it on administrator?

You might have a corrupted DLC package as it seems in the rage pluginhook. Does it work on the normal GTA version?
