If renaming mods to _mods works, rename _mods back to mods and try:
Installing the gameconfig by PNWParks as well as the Heap and Packfile Adjusters.
If that still doesnt work, you can remove what you added recently one by one and test after each removal.
If that still doesnt work, you will have to restart the mods folder.

If the first 4 steps simply do not work, there are too many variables to test and restarting fresh may be your best option. That way we can ascertain whether or not RPH will work with your base game with no mods at all.

car.defaultlight.day.emissive.on 1700.00
car.defaultlight.night.emissive.on 1100.00
Lastly, make sure your PostFX and Shader Quality are set to at least High.

If you simply don't have it, re-install SuperCallouts as it is included in that download.

If you used base LSPDFR, re-download manual LSPDFR. Then go into the download and then lspdfr/data and copy the agency.xml to lspdfr/data in the Main Directory.

Additionally, re-download the manual LSPDFR. Go into lspdfr/data path in the download and copy over the inventory.xml from there to lspdfr/data path in the Main Directory. Then try again.
