Couple of things:
1. Go into the the lspdfr.ini and change the following to reflect below:
AmbientSpawn.MaxCopsInArea = 0
AmbientSpawn.MaxSpawnedCopsInArea = 0
2. It looks like there was an issue with a Rage.Vehicle/Rage.Ped. Rename mods to _mods and try again.

Then there is an issue with your mods folder. You can:
1. Install the gameconfig, heap, and packfile adjusters.
2. If that doesnt work, remove what you have added recently one by one and test after each removal.
3. If you still cant find the problem, you will have to restart the mods folder.

Rename mods to _mods and see if you have any crashes.

Do you have any custom peds/EUP installed?

It appears to just be a StopThePed/ Ultimate Backup issue. You can just reload LSPDFR and keep playing.

Have you tried launching normal GTA V first and then launching RPH once you have gotten into storymode?

If you launch GTA V first and then RPH once in storymode, does it crash?

Couple of things:
1. Update: Arrest Manager, Assorted Callouts, PoliceSmartRadio,Traffic Policer, and LSPDFR+.
2. Remove: United Callouts and Traffic Control for an improved experience.
3. As per your crash, if you are still having issues after trying the above, rename mods to _mods and retry.

Couple of things:
1. Install: RageNativeUI by dragging the xml and dll into the Main Directory.
2. Remove: FBI Callouts for a better experience.
3. There appears to be an issue with Rage.ISpatial regarding the Cyber Security Threat Callout.
4. If it is still crashing after that, rename mods to _mods and try again.

Try using this version of SHV.NET.

Screenshot the whole window of where you have RageNativeUI installed to.

1. You will want to re-install manual LSPDFR as you are on an outdated version.
2. You may want to remove IG Callouts and NewCallouts for a better experience.

Couple of things:
1. Update your LSPDFR. You are a version behind.
2. Remove: BaitCar, Federal Callouts, and Keep Calm for an improved experience.
3. Rename mods to _mods and see if you experience any crashes. If you don't start with installing the configs provided above.

Couple of things:
1. Update: Computer+, PoliceSmartRadio, Traffic Policer, and SuperCallouts.
2. Plugins That May Cause Issues: S136 Callouts (version checker issue).
3. Move: Albo1125.Common from Plugins/LSPDFR to the Main Directory.
4. Go into the lspdfr.ini in the lspdfr folder in the Main Directory and change the following to reflect below:
MainPreloadAllModels = false
5. Go into your RagePluginHook Settings and change the Plugin Timeout Threshold to 60,000.

You can copy the original file from Update/update.rpf/common/data in OpenIV.

Then the issue is LML related. You can remove what you installed one by one and test after each removal to find the problem.

Couple of things:
1. Update: 686 Callouts, Dynamic Callouts, and Kuchera Callouts.
2. Remove: AutoPanic, DeLuca's County Calls (including dlGlobal), Dangerous Callouts, DynamicLSPDFR, Emergency Callouts, IG Callouts, OfficerPorciPlugin, Wilderness Callouts, and WoutersCalloutsV for a better experience.
3. Move: CalloutZ files from Plugins to Plugins/LSPDFR.
4. Re-download SuperCallouts and move CalloutInterfaceAPI.dll to your Main Directory as you are missing it.

Keep in mind, the error itself you had appears to be directly related to AutoPanic. So, like I said earlier, remove it.

Add the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR. Then restart your PC and try again. If that still doesnt help, consult the section in the RPH FAQ relating to your error.

You are still having the same error as before. Try adding the Main Directory to the exceptions list for your anti-virus. Then re-install Ransom Ambience and ensure the the Newtonsoft.Json.Dll is installed to only the Main Directory and nowhere else. Once that is done, restart your PC and test again.

If you are still having the same crash, you can remove it to fix the issue.

Couple of things:
1. Remove: WoutersCalloutsV for a better experience.
2. Move: SpeedRadar files from Plugins to Plugins/LSPDFR.
3. Go into your lspdfr.ini and change the following to reflect below:
Ambient.DisableEscapedSuspectEncounter = true

Post a log again if you have further issues.

Re-install RageNativeUI by putting the xml and dll into the Main Directory.
 

That would be correct. What you need to do is rename _ELS back to ELS and then remove the ELS files you installed one by one and test after each removal. That will help you find what xml is broken. 

To answer the question of eternally changing it, what you can do is the following:
1. Select one of the xml files. 
2. Right Click and select Open With... and then choose at the bottom Choose Another App.
3. Select whichever program you want it to open with and then at the bottom choose Always use this app to open.

You may have to refresh the File Explorer window for it to take effect. And at the most, restart PC.
