Launch GTA V normally first. Then once fully in story mode, tab out and launch RagePluginHook. If that does not work, send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

Go into the CommandLine.txt in the Main Directory and remove the contents of it and add "-windowed" without the quotes. Once that is done, launch normal GTA V first. Then once fully in story mode, tab out and launch RagePluginHook.

Removing the following files from ELS/pack_default and see if you get any further crashes: 23ram.xml, cvpi.xml, unmarkedf250.xml

Go into the lspdfr.ini and change the following to reflect below: AmbientSpawn.MaxCopsInArea = 0 AmbientSpawn.MaxSpawnedCopsInArea = 0

Hmm alright. Try selecting the Grand Theft Auto V Main Directory folder. Then right click it. And select Properties. Then in the Security tab, give yourself all perms. Do the same process with the RagePluginHook.exe. Then restart your PC and test again.

You need to do the second part of what I originally said about the lspdfr.ini. You have them both set to one and they need to be 0.

Rename mods to _mods and then try loading LSPDFR and see if it crashes.

I mean....does it matter? As long as your game doesnt crash and you can you should be fine yeah?
