Open up OpenIV. Then go to the ASI Manager and uninstall and re-install the two required downloads in there. Then restart your PC and try again.

Can you clarify your issue? Are you saying it is or isn't loading with mods renamed to _mods?

Yeah sometimes RagePluginHook/LSPDFR can be a bit funky like that.

Then it looks like something you installed to the mods folder is causing the map to disappear. I would suggest you just keep removing what you added recently until you find what it is. If all else fails, you may have to restart the mods folder.
