The only other thing I could suggest besides creating an exception is running it with Administrative Privileges, but that really isn't supposed to work. Other than that, there isn't much else to say cause that is what that error means. Something with your anti-virus.

Hello, What is suggest is re-downloading LSDPFR and RPH. But before putting them in, right click on each files and select properties and click the box next to unblock. You will need to unblock all the files. Thanks! 🙂

Yes, you copy the update folder into the mods folder so that there is one copy of your update folder in the main directory and one in the mods folder. Sorry, I misspoke before. I meant update folder.

Ah yes, that issue. I had this issue before with a PD Car. The reason was because it was replaced over the wrong original vehicle. If you don't believe that is the cause, you can always try adding the replacement again.

Another thing to mention is to make sure you install in this order: LSPDFR and then RPH. If the police stations aren't showing up that means you are missing something.
