When LSPDFR is loaded and I'm not on duty the game Works fine. However, when I go on duty and then walk outside I lose game texture. I don't know how to fix can someone help please

I have installed EUP and everything worked but now I am using another mods folder so I updated everything. But EUP seems to only work when Law and Order and Serve and rescue are the only thing installed in the folder. If I try to attempt to add my cars and weapons and load up GTA V it says Law and Order is not installed even though I have just been playing with EUP without any other mods in the mods folder. Can someone please help me with this issue?
