As Chambers said, change diffusetint to '0x00FFFFFF'. If you still have the issue one solution I found is to go into the vehicle.ytd and find whatever is called glassdirt or something like that. Basically what makes dirt show up on windows. I've found that deleting that also helps clear windows and lightbars. (Note: I still change tint, even when I delete glassdirt.)

1995 Caprice was in service as of 2016. Not sure if they still use it but it would be cool as hell if they did.
