    You need to open it in Notepad++ and copy the text, Create a new text document, and name it carcols.ymt and save it as a .ymt, make sure to paste the text inside before saving, then you can use OpenIV's search option to locate carcols.ymt, make sure it is the one inside the /mods folder. Otherwise this isn't going to work in singleplayer.

    Literally, it's silent... It's pretty much as if you broke it. I know this happens when a file is the wrong Size or wrong length. GTA is particular about what it's files sizes and lengths are. Look into the limits for GTA Audio Files and figure out why it doesn't work. No clue how you got it to work, but I install it and it's dead silent. The only files I've managed to get to work have been the ASTRO Division
