Find a specific vehicle you want to try first. Then make a skin/Livery for it.
You will need the template file for the vehicle. A photo editing program (paint or Photoshop) i use Photoshop. Open the template into Photoshop and up the image size to 4096 (currently at 2048). Figure out how you want it to look. Using Photoshop and the pen tool, create a new layer and select the area you want to change color. then add color. create new layer and add text. keep repeating until you get what you are looking for. It's a long process. (Adjust the layer transparency so you can see the template underneath) Once you get it looking they way you want it, Save it as a PSD (Photoshop format). Now save/export it as a png and name it (if you are using the charger template) charger_sign_1.png (This is for the image size 4096) Now go back and resize image to 2048. Save/export this and name it chrg_sign_1.png (this is for the image size 2048)
Now, Open OPENIV (download from lspdfr.com downlaod page) and you will insert these images into the 2015 charger ytd files (ytd and ytd_hi).
To learn how to add vehicles to GTA5, follow Albo1125 tutorials on youtube and he walks you thru it all.
This is obviously a quick breakdown of what you are doing and by know means covers everything. I am currently doing this for Gump's Charger. I will create a video tomorrow with some of the steps.

Would it also be possible to add key commands to specific calls. Say a suspect crashes during a pursuit or you start a foot purusit, you dont want to waste seconds digging thru a menu to select something when a simple button press or combo could activate it.

LegionGL reacted to Techengage in Policeold1 and Policeold2 soundsUsing Open IV, navigate to mods > update > update.rpf > common > data > levels > gta5 Move vehicles.meta to your Desktop Open vehicles.meta and press Ctrl+F, then type in PoliceOld2 or PoliceOld1 Locate the code lines that define PoliceOld2 or PoliceOld1 Scroll down a little bit until you find a line that reads <audioNameHash /> Delete this line and replace it with the following: <audioNameHash>POLICE2</audioNameHash> Save and replace within the gta5 folder still open within Open IV Close Open IV and load your game. Your car will now have the same audio as Police2 (i.e. a Dodge Charger)
This is the method I used when I changed my PoliceOld2 model to a '15 Charger. It now sounds like a Charger instead of some old junky.
I also changed PoliceOld1 to a UC Tahoe, so I used FBI2 instead of Police2 as for audionamehash, if you're interested.

I'm basing my BCSO skins off several different midwest SO fleets I've seen... small budget so therefore older cars/outdated and simple liveries. I have my LSCSD as my "well funded" sheriff as they get the caprice/fpiu/fpis/chargers/etc...

lol I'm so green at this I am legitimately going to have to do my research on this. The skin I made last night was SO basic but it gave me a very broad understanding of what needs to be fixed, what I need to do better, and what I need to learn. That being said, I need to also be able to fully understand what you, T0Y, and everyone else on here is telling me (yea, I'm that new to this). So I have work to do. But I appreciate you guys taking the time to help with advice

Also, in the meta is <requiredExtras /> If you want to force an extra, do this
<requiredExtras>EXTRA_12</requiredExtras>

I found my way to rde_componentpeds.rpf, but it doesn't seem to resemble how vehicle models/skins work at all. Is there an easy way to change what the uniforms look like?
For instance, is there any way to "create" a uniform with EUP and then assign it to an agency?

LegionGL reacted to Reddington in New Crash Never had happen beforeI don't necessarily understand your specific crash, but based off your description and the log, too much was happening at once. You shouldn't be able to to be in a pursuit with a vehicle and then get it to stop like a traffic stop. As long as you can reload LSPDFR, get back on duty, and it doesn't crash, just ignore this crash.

LegionGL reacted to Reddington in PED StopUnfortunately, this is an issue for everyone and there's nothing we can do to fix it. The only option is to draw your weapon and hold e/right d pad when aiming at them.
